The Open University of the Netherlands (OUNL) is an independent government-funded
institution for distance learning at university level.

The OUNL has three missions:
– To create an attractive, accessible and cost-effective form of higher education, using new technologies.

– To innovate teaching and learning, by research into teaching methods, development of new
learning technologies and by supporting implementation of new concepts and technologies.

– To reduce the teacher shortage in Dutch primary and secondary schools.

The Open University of the Netherlands (OUNL) contains several faculties, teaching subjects as
diverse as law, computer science, environmental science, management science, psychology, and culture studies. The OUNL also conducts research into teaching and learning, specifically but not exclusively in distance and lifelong learning settings. This task is carried out by Welten Institute (formerly CELSTEC).
